Minutes of the 47th meeting of the Museum Council, allocation meeting,
February 9, 2006, 9:30 a.m. – 2:30 p.m., National Museum of Iceland, Suðurgata (f.hl.)

February 16, 2006, 11:30-13:00 National Gallery of Iceland,
Laufásvegi 12, 101 Reykjavík (p.h.)

 First part of the awarding meeting, February 9, 2006, 9:30 AM – 2:30 PM, National Museum of Iceland, Suðurgata:

Present were:  Ólafur Kvaran, Margrét Hallgrímsdóttir, Jón Gunnar Ottosson, Sveinn Kristinsson, Karl Runar Thorsson and Rakel Halldorsdóttir.

1.      The minutes of the 46th meeting were approved and signed.

2.      Museum Council's Rules of Procedure. A review of the rules of procedure was discussed. It was agreed to shorten the rules of procedure and make them more concise. The Executive Director was entrusted with implementation. A temporary extension of the rules of procedure for 2003-2005 was agreed.

3.      Allocation of operating grants 2006. Applications, operating grants and eligibility for operating grants for museums were discussed. The following tiering was approved based on the scope of a museum's operations:

Operating scope 1 – 4.99 million ISK – Operating budget 1 million ISK
Operating scope 5 – 9.99 million ISK – Operating capacity 1.5 million ISK
Operating scope 10+  million ISK       – Railway grant 1.6 million ISK.
Where two or more recognized museums are operated together – Operating strength 1.5 of the appropriate level.
Deviation from the rule: The Council makes special decisions regarding museums with an operating volume of less than 1 million ISK. 

4.      Allocation of project grants 2006. Applications, project grants and the eligibility of museums were discussed. It was agreed to examine the matter in more detail and to process the allocation at the second part of the allocation meeting on February 16, 2006.

There was no further discussion and the meeting adjourned at 2:30 PM/RH. 

Second part, February 16, 2006, 11:30 AM – 1:00 PM, National Gallery of Iceland, Laufásvegur 12: 

Present were:  Ólafur Kvaran, Margrét Hallgrímsdóttir, Jón Gunnar Ottosson, Sveinn Kristinsson, Karl Runar Thorsson and Rakel Halldorsdóttir.

1. Seminar on accessibility for disabled people in museums, 23 February 2006. It was agreed that the Museum Council would convene a seminar on accessibility for disabled people in museums on 23 February 2006 in collaboration with the Icelandic Association for the Disabled and the National Museum of Iceland. The project arose following a presentation from the Icelandic Association for the Disabled, requesting the Museum Council's collaboration on a meeting or seminar on the occasion of Ingemar Oderstedt's visit to Iceland. Ingemar is a consultant at The Nordic Council on Disability and the Nordic Cooperation Committee on Disability (Nordiska Handikappolitiska Rådet og NSH – Nordiska Samarbetsorganet för Handikappfrogor). The keynote speakers at the seminar, in addition to Ingemar, are Margrét Hallgrímsdóttir, National Monuments Curator, Rakel Pétursdóttir, Head of the Education Department of the National Gallery of Iceland, and Magnús Skúlason, Director of the State House Preservation Committee. The executive director was entrusted with the task of coordinating the work.

2.     Grants from the Museum Fund 2006. Applications, operating and project grants and eligibility for grants for museums were discussed. As before, the KRÞ and SK left the meeting while applications from museums they are responsible for were discussed. Allocations from the Museum Fund 2006 were approved. It was agreed to hold a decision regarding one application, an application by natural history museums for a project grant for a collaborative project on an electronic registration system for natural history museums. The application will be discussed at the next meeting of the council.
The Museum Council agreed at the meeting to conduct a detailed assessment of the status of museum registration with a survey that will be sent to museum managers. The work was assigned to the Director.
