The necessity of taking appropriate precautions to prevent another break-in and the loss of the council's data was discussed. In particular, the necessity of storing the museum board's data on the National Museum's server from now on was discussed, as all data stored there is regularly backed up. It was decided that a staff member would send a letter to the Ministry of Education requesting that the state compensate the museum board for the loss, as the board's landlord, the National Museum, most likely falls under the state's self-insurance for this type of damage.

2. Minutes of the 17th and 18th meetings signed.

3. Staff report: The staffer reported on the council's activities over the summer, including the staffer's field trips to museums in rural areas, and the council's new website on the domain. www.safnarad.is and a project on museum accessibility. The accessibility project arose in connection with the guidance document "Designing Museums," which discusses various aspects to consider regarding accessibility and services in museums. As discussed at the 18th meeting, staff has contacted stakeholders representing museum visitors with special needs and requested their assessment of the necessary services regarding accessibility in museums. Children are obviously visitors with special needs, and a staff member spoke with the Children's Ombudsman, Þórhildur Líndal, about how to measure the needs of children regarding accessibility in museums. The conclusion was that the children themselves would have to be consulted, in accordance with the United Nations Convention on the Rights of the Child. It was pointed out that Helga Jóhannsdóttir (wife of Ómar Ragnarsson) has created checklists for certain museums. Helga has visited these museums with people with disabilities, created accessibility checklists afterward, and sent them to the museums. It was discussed that Helga would be contacted regarding the checklists. Furthermore, the reports of Eggert Þór Bernharðsson, a historian and adjunct professor at the University of Iceland, were discussed, as Eggert has criticized museums and exhibitions in Iceland.
It was also discussed to move the application deadline for the collections fund back to next year, e.g., to October 1 or November 1. The deadline is September 1 this year, but that is considered rather early given summer vacations.

4. Employee Job Description and Job Title: The job description submitted by the employee was reviewed. The museum had not demonstrated active collecting in accordance with its collection policy, did not have a permanent location, and was not sufficiently visible and accessible. The museum will be sent a letter denying the request for reconsideration and providing appropriate explanations.

5b Presentation of the North-Thingeyjar Library and Museum.
Stefanía Gísladóttir, director of the museum, sent a letter to the museum board requesting a review of the operating grant award and an explanation regarding the 2003 grant awards. The application was discussed, but according to it, the director's position was 20%, not 50% as stipulated in Article 10 of the museum act. A statement explaining that changes were made to the work schedule in the fall of 2002 was attached to the request, but since the Museum Board did not receive this new information before the decision on grant awards was made, the board ruled that the request for a review of the grant award would be denied for that reason.

6. Report on the operations of the Farm Machinery Museum at Hvanneyri.
Bjarni Guðmundsson, curator of the Farm Machinery Museum, sent the museum board a report on the museum's activities, in which he discusses each item of Article 4 of the museum act (collection, preservation, research, and outreach) and how the museum fulfills each of these items. The purpose was to obtain the Museum Board's confirmation that the museum meets the requirements of the museum act to be considered a fully accredited museum. There was some discussion about research conducted by the museum, but JGO asked for a clearer explanation as to whether the research in question was conducted by the museum or by the Agricultural University of Iceland at Hvanneyri. The connection between the museum and the university was then discussed. It was decided to request more information from Bjarni.

7. Draft Service Agreement between the Board of Museums and the National Museum. It was discussed that a meeting would take place in Sandgerði just after noon.
