{"id":1051,"date":"2004-02-26T10:00:25","date_gmt":"2004-02-26T10:00:25","guid":{"rendered":"http:\/\/vu2158.shelley.1984.is\/?page_id=1051"},"modified":"2017-07-13T19:47:30","modified_gmt":"2017-07-13T19:47:30","slug":"27-safnaradsfundur","status":"publish","type":"page","link":"https:\/\/safnarad.is\/en\/um-safnarad\/fundargerdir\/arin-2012-2001\/arid-2004\/27-safnaradsfundur\/","title":{"rendered":"27th Museum Council Meeting"},"content":{"rendered":"<p align=\"left\"><span lang=\"IS\"><font size=\"3\">Minutes of the 27th Meeting of the Museum Council, February 26, 2004, 10:00 AM - 4:00 PM, Hotel \u00d6rk, Hverager\u00f0i<\/font><\/span><\/p>\n<p align=\"left\"><span lang=\"IS\"><font size=\"3\">And<\/font><\/span><\/p>\n<p align=\"left\"><span lang=\"IS\"><font size=\"3\">March 2, 2004, 12:00 PM - 1:30 PM, National Gallery of Iceland, Lauf\u00e1svegur 12, 101 Reykjav\u00edk.<\/font><\/span><\/p>\n<p><span lang=\"IS\">Present were: Margr\u00e9t Hallgr\u00edmsd\u00f3ttir, \u00d3lafur Kvaran, J\u00f3hann \u00c1smundsson, G\u00edsli Sverrir \u00c1rnason, \u00c1lfhei\u00f0ur Ingad\u00f3ttir, Ragnhei\u00f0ur H. \u00de\u00f3rarinsd\u00f3ttir and Rakel Halld\u00f3rsd\u00f3ttir.<\/span><\/p>\n<\/p>\n<p><span lang=\"IS\">A minor change was made to the minutes of the 26th meeting; the minutes will be signed at the next meeting.<br \/>\n<\/span><\/p>\n<p><span lang=\"IS\">2. The Executive Director reported on the council's activities since the last meeting. During the first week of February, the office of the Council for the National Collection was moved from the premises of the National Museum of Iceland at Su\u00f0urgata 41 to office space at the National Gallery of Iceland at Lauf\u00e1svegur 12, 101 Reykjav\u00edk. Along with the move between institutions, changes were made to the council's financial administration, and as of February 1, 2004, the booking and payment of invoices and the payment of salaries and committee fees are handled by the Payment Department of the Ministry of Education.\u00a0 The aforementioned tasks were previously handled by the National Museum of Iceland under a service agreement with the Ministry of Education on behalf of the Museum Board. A great deal of work has been underway in processing application materials.&nbsp; &nbsp;&nbsp;<\/span><\/p>\n<\/p>\n<p><span lang=\"IS\">3. Review of allocation rules \u2013 visit by the Executive Director to the Cultural Heritage Agency in Copenhagen. The rules of the Cultural Heritage Agency regarding the allocation of grants to museums in Denmark were discussed. \u00a0The chairman's proposal was approved for the executive director to visit Kulturarvsstyrelsen to familiarize themselves with the agency's operations and practices and to establish connections to facilitate communication and cooperation with the agency in the future.&nbsp;<\/span><\/p>\n<\/p>\n<p><span lang=\"IS\">4. Approval of the 2004 Service Agreement. The service agreement for the National Gallery of Iceland's services to the Secretariat of the Museum Council for the year 2004 was approved and signed by the chairman and a representative of the Ministry of Education and Culture.<\/span><\/p>\n<\/p>\n<p><span lang=\"IS\">5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <u>Applications and allocations<\/u>.&nbsp;<br \/>\n <u>Evaluation of collections in accordance with museum legislation<\/u>:<br \/>\n The Executive Director presented his assessment of the museums that applied, regarding whether each institution meets the requirements of the Museums Act for museum operations. Several applicants could not be evaluated because the supporting documents required with their applications were not submitted, despite repeated requests.\u00a0 The director's assessment was approved with a few exceptions.&nbsp;<\/p>\n<p> Recently, there has been some discussion about the term \"research,\" but according to Article 4 of the Museum Act, an institution must conduct research on its collections in order to be considered a museum under the law.\u00a0 The Director General reviewed definitions of the term and decided to use the most general definition (from the Icelandic Dictionary) when evaluating museums. The definition reads as follows:<\/p>\n<p> <span>Investigate = to examine, to scrutinize, to look into thoroughly, to check precisely. Investigation = the act of investigating.&nbsp;<\/p>\n<p><\/span> According to this definition, an institution that conducts the collection of detailed information (written and\/or oral) in connection with the registration of collections falls under Article 4 of the Museums Act. The Museum Council expressed its agreement with this interpretation.<\/p>\n<p> The Executive Director presented his proposals for the allocation, which are presented in accordance with the established allocation rules of the Collections Fund.&nbsp;<\/p>\n<p> In total, 78 parties applied for grants from the Collections Fund in 2004. 53 institutions applied for operating grants, totaling 79.5 million (assuming an operating grant is the same as last year, 1.5 million).\u00a0 70 applicants applied for project grants, totaling 111,975,000 kr. The total amount of grants applied for amounts to 191,475,000 kr. The appropriation for the Collections Fund in 2004 is 66 million kr.&nbsp;<br \/>\n <u>Operating Grants:<\/u><br \/>\n Operating grants for museums were discussed first. Amendments were made to the director's proposal and, taking into account the fund's financial situation, it was approved that three types of operating grants would be available in this allocation:&nbsp; <u>Half operating grant (750 thousand<\/u>), <u>Full operating capital (1,500,000)<\/u> and <u>one and a half operating grant (2,250,000)<\/u>. In light of the fund's financial situation, it was decided to grant large museums with wealthy backers half an operating grant this year. Museums that meet Article 10 of the Museums Act and did not receive an operating grant in the budget received a full operating grant.\u00a0 Museums that meet the requirements of Section 10 and received an operating grant in the budget amounting to less than a full operating grant from the Museum Fund received an additional grant so that the total operating grant from the state treasury is 1,500,000.\u00a0 It was decided to grant one and a half operating grants to institutions where more than one museum, which meet Article 10 of the Museums Act, operate under the same umbrella for operational efficiency.&nbsp;<br \/>\n There was some discussion about the affairs of the Akureyri Art Museum. It was decided to request information from the City of Akureyri about the museum's changed operating model.&nbsp;<\/span><\/p>\n<p><u><span lang=\"IS\">Project grants:<\/span><\/u><\/p>\n<p><span lang=\"IS\">Next, project grants were discussed, and several changes were made to the director's proposal. Since the majority of the funding from the Collections Fund goes to operating grants in this allocation, project grants will cover the remainder.<\/span><\/p>\n<p><span lang=\"IS\">Generally, museums that applied for project grants were awarded 100,000-400,000. in grant funding, it was nevertheless decided not to award project grants to museums that had already received funding for the same projects in the budget, and that larger museums with wealthy backers would only receive half their operating grant this year, as noted above.\u00a0 It was decided to award several more substantial project grants to projects deemed very urgent.\u00a0 The majority agreed to grant a project grant to ICOM in Iceland, an institution not covered by the Museum Act.  \u00c1I, a representative of the Icelandic National Museum of Natural History, which serves as the national repository for natural history collections, was present for that decision.\u00a0 The justification for granting the grant was that since the establishment of ICOM in Iceland, the organization had received funding from the Ministry of Education, but that funding was considered to be transferred to the Museum Fund when it was established, and ICOM's request was referred to the Museum Council.\u00a0 Furthermore, it was argued that the Museum Council considers ICOM's activities necessary and important, and that they benefit the museum field in Iceland as a whole.<\/span><\/p>\n<p><span lang=\"IS\">GS\u00c1 and J\u00c1 left the meeting while grants to museums they direct were being discussed.<br \/>\n &nbsp;&nbsp; &nbsp;&nbsp;<\/span><\/p>\n<p><span lang=\"IS\">Draft allocations were finalized during Part I of the 27th meeting on February 26, and the acting director was tasked with reviewing the figures and obtaining further information on several applications.\u00a0 Representatives of the principal museums on the Museum Council (\u00d3K, MH, \u00c1I, and the Deputy Director) met during Part II of the Council's 27th meeting on March 2, where the allocations were finalized in accordance with the above.<\/span><\/p>\n<\/p>\n<p><span lang=\"IS\">6. Procedures Between Meetings. The Board of Trustees approved the possibility of handling matters in writing between meetings if deemed necessary.<\/span><\/p>\n<\/p>\n<p><span lang=\"IS\">7. Next meeting and other matters.
